Client Assurance Statement – CQC Regulation and Compliance

This statement provides assurance that Catseye Response Medical Services operates in line with Care Quality Commission (CQC) guidance and understands the scope of regulated and exempt activities relevant to event medical services, emergency response, and patient transport.

1. Treatment of Disease, Disorder or Injury

Catseye Response Medical Services delivers emergency medical care, event medical cover, and clinical response services across public, private, and temporary environments.

Where treatment is provided by, or under the supervision of, appropriately registered healthcare professionals, services may fall within the CQC regulated activity Treatment of Disease, Disorder or Injury. This may include:

  • Emergency and urgent medical treatment
  • Clinical assessment and management of injury or illness
  • Care for physical or mental health conditions
  • Escalation to higher levels of care where required

Services are delivered in accordance with defined clinical pathways, professional standards, and recognised best practice.

CQC Exempt Activity

For the majority of event deployments, Catseye Response Medical Services operates within CQC exemptions, including:

  • First aid and immediate emergency care
  • Unplanned emergency intervention
  • Care delivered solely within the boundaries of an event or venue
  • Temporary medical cover for sporting, cultural, and public events

These activities do not require CQC registration under current guidance.

2. Transport Services

Catseye Response Medical Services may provide patient transport as part of emergency response or escalation of care.

CQC registration for transport services is required only where vehicles are designed or adapted primarily for patient transport and where transport forms part of a planned treatment pathway.

Exempt Transport Activity

Transport provided by Catseye Response Medical Services is exempt from CQC registration where it is:

  • Incidental to emergency response
  • Limited to movement within an event or venue
  • Not delivered in vehicles specifically designed or adapted for patient transport
  • Undertaken as part of first aid or emergency care provision

All transport decisions are risk-assessed and clinically governed.

3. Governance and Assurance

Catseye Response Medical Services operates under robust governance arrangements, including:

  • Clearly defined scope of practice
  • Clinically led decision-making
  • Professional registration and competency checks
  • Incident reporting and review
  • Clear escalation and handover pathways to NHS services

A proportionate and risk-based approach is applied in all operational settings to ensure patient safety, regulatory compliance, and client assurance.
